Hey,

Looking for some ideas. I'm looking for classical or "neoclassical" composers/shredders with some stuff in the style of paganini's caprices, very arpeggio oriented.

Any thoughts?

You could try giving Yngwie Malmsteen a call. J/K
Do you have a project you're working on?

Shred-like speed is something that can be mastered in a short time with the right exercises. But the length of the 'short time' depends solely on you.

Watch the videos that John Petrucci, Paul Gilbert, Joe Satriani and Greg Howe did for starters. Learn the necessary theory to a decent standard. Develop proper right and left hand technique. According to Paul Gilbert - with those under your belt, speed comes naturally.

Have fun!
