My daughter has been insisting she wants to play drums. We got a horrific kids electronic set at Goodwill for $15 and she seems to be into it, but it's really a piece of junk.

Looking at something like this from musician's friend: Simmons SD-1 (http://drums-percussion.musiciansfriend.com/product/Simmons-SD1-Electronic-Drum-Practice-Pad?sku=500574).

Is this something she could bang around on and learn some drum basics? Reading the description, I'm having a hard time understanding what it exactly this is. It's a drum trainer right? She could learn the basics on it right? It appeals to me because of the size mainly, and the price. I could pickup a used drum kit easily enough on Craig's list for <$200, but I'm not sure I want to take that step yet.
