In another thread I mention that I'm looking to replace the passive EMG pickups in my bass with some actives. I just have a question about the tone controls that come with the pickups (which I assume must be just like the tone controls on, say, an EMG81/85-equipped guitar). Are they basically passive tone controls that simply cut high end or do they actually cut/boost at a certain frequency? I know the control systems you can buy from them (e.g. BTS, BQC) cut and boost certain frequencies. There's just no good docs on what the default ones actually do.

I believe they are just passive tone controls -- simple pots (25K?) and an external cap.

That's right, the only difference is they're 25K instead of 250 or whatever. There's a few different active EQ pots from EMG as well, for boosting mids and such, and just boosting clean, but normal 25K is the usual.
