ok, im be getting drums and nosie might be an issue would those pads help? and if so how much , and what would be a better alternative?

Electronic Drum Kit with balanced pads.
I've heard that the feel should be very realistic.

I put some mute pads on my drums. They work really good. They're pretty inexpensive too. Check this link out. If you get these I guaruntee you wont have any more noise problems.

Unfortunitly I dont have the funds for an electric kit, and Im am going to be just starting out on drums for the first time. thank you for the link. how well do they mute the cymbals?

they mute cymbals pretty good, as long as you hit the pad
