    You know, it just occurred to me, Richards not being a citizen and thus unable to vote here anyhow, exactly what rights did he have restored by the pardon?

    I don't know, maybe he's a resident alien (and with Keef, you could take that a number of ways). Still not sure what "rights" he could have been deprived of from a misdemenor traffic citation, even if it applied.

    I think it was just a PR thing, really. It's not everyday that someone from Arkansas - even the govenor - who can say that he did Keith Richards a favor....

    It is a PR thing, and it's working. He's got his name mentioned in the same sentence with Keith Richards.

    Keith is a resident ailien ! He has a home in Connetitcut and one in California.
    He might even hold dual citizenship by now! He is a big fan of the US southern states and their people. Take songs like Honky Tonk Woman, You Got The Silver,
    Dead Flowers, Casino Boogie, Loving Cup, Hip Shake and so on, those are all Richards masterpieces! The nail that closes the coffin, his drink of choice is Jack Daniels { Made in Tennesee} about two fiths a day , and smokes Marlboro cigs { Made in Virgina }.
    Which reminds me of another southern song he did, Sweet Virginia. :
